SCOPE OF WORK: Supervises and oversees all aspects of the safety and security operations and staff; develops safety and security policies, procedures, and practices; ensures compliance with rules and regulations; maintains accurate records, data, and reports; and performs safety and security functions. Serves as the Emergency Coordinator for Hazardous Material with the overall responsibility for the implementation of the Contingency Plan and related hazardous waste emergency response activities at LRCC. This position reports to the Associate Vice President of Academic & Student Affairs.
ACCOUNTABILITIES:
- Hires, supervises, and directs daily activities of campus safety and security staff and is responsible for overall supervision. Performs administrative duties associated with maintaining a safe work environment, training employees, communicating job expectations, monitoring, and appraising job performance, and managing employee time and attendance in accordance with CCSNH and college policies and procedures, the provisions of the collective bargaining agreement, and state and federal regulations.
- Learns, utilizes, manages, and trains all campus safety staff in the utilization of campus safety related software.
- Identifies and coordinates training for Campus Safety officers, Resident Assistants (RAs) and Resident Director, students, faculty, and staff as appropriate.
- In conjunction with the Crisis Management Team, develops and implements campus safety protocols and procedures complying with local, state, and federal mandates. Supervises the implementation of the Contingency Plan including all emergency procedures, operations and the clean up for hazardous waste materials.
- Ensures orderly behavior among campus community and visitors.
- Maintains a positive working relationship with all students (residents and commuters), faculty and staff ensuring that all are aware of their rights and responsibilities.
- Enforces LRCC policies and procedures governing safety and the protection of LRCC property, including buildings, grounds, parking lots, roadways, and leased properties such as the student apartments.
- Oversees video cameras and monitors activities throughout campus properties utilizing the video monitoring system, and downloads footage as appropriate.
- Conducts investigations concerning LRCC policy violations and/or violations of State laws and adjudicates violations of the Student Code of Conduct.
- Cooperates and collaborates with emergency and law enforcement service agencies in all matters related to medical, fire, hazardous waste and security issues on campus. Including the notification to outside emergency and regulatory agencies, as required and assists in preparation of follow-up emergency reports.
- Compiles and reviews daily documentation of campus safety officers’ activities and prepares documentation for legal inquiries as appropriate.
- Compiles and publishes the annual Campus Safety Report including, CLERY, Campus Crime Statistics, and Substance Abuse Violations, and other required safety-related statistics; Ensures the campus is in compliance with the VAWA federal guidelines.
- Maintains regular inspection of fire extinguishers, AED’s, first aid kits, emergency lights and parking lot lighting and works closely with Facilities department to ensure proper operation safety equipment.
- Ensures that regular patrols of LRCC property occur to provide for the safety of our campus community, conducts assessments of campus grounds.
- Collaborates with Facilities department on providing shuttle bus transportation to students and on campus-wide door access.
- Participates in LRCC and CCSNH Campus Safety Teams.
- Serves on campus wide committees as needed.
- Complies with all college, CCSNH, state and federal rules and regulations;
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
Education: Associate's degree from a recognized college or university with a major study in criminal justice, law enforcement, or related field. Each additional year of formal education may be substituted for one year of work experience.
Experience: Four years' experience as a police officer, security officer, correctional officer, or military police officer, with at least one year of supervisor experience. Each additional year of approved work experience may be substituted for one year of formal education.
License/Certification: Valid driver's license. Current CPR/AED and basic first aid certification or ability to obtain.
SPECIAL REQUIREMENTS: Must be age 21 at the time of appointment. Must be willing to work a flexible work schedule and/or to change hours during any special or emergency event, to support college activities that exceed normal operating hours and to adjust work schedule to meet college requirements. This position is designated as Essential Personnel and is subject to all its provisions.
RECOMMENDED WORK TRAITS: Considerable knowledge of law enforcement activities and familiarity with the laws pertaining to this field. Knowledge of laws and regulations concerning arrest and evidence. Knowledge of modern police methods and procedures. Some knowledge of the principles and practices of police supervision. Ability to enforce laws firmly and tactfully and to interrogate subjects in accordance with standard procedures. Ability to obtain information through interviews and to maintain effective working relationships with subordinate personnel and the general public. Ability to manage a work unit and to have good working relationships with various employees within the agency to which the position is assigned. Ability to understand and follow instructions. Ability to cope with crisis situations using physical force as needed. Must be willing to maintain an appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
