Assistant to the Business Affairs Officer

SCOPE OF WORK: Performs various accounting functions in support of the business operations such as assisting with budgetary processes, student account services, fixed asset accounting, overseeing financial transactions of expenditures, and generating financial reports. This position shall report to the Interim Regional Business Affairs Officer (BAO) at Nashua Community College.

ACCOUNTABILITIES:

  • Assists the BAO with contract management for non-capital projects by following purchasing rules, gathers quotes and works with vendors to ensure proper contract completion. Submits completed contracts to the system office for purchase order.
  • Coordinates with management as required resolving budget issues. Analyzes variances for reasonableness and compares to operating budget.
  • Assists the BAO in preparing and submitting completed budget FUPLOAD to the System Office for budget implementation. Tracks all budget changes as they occur.
  • Tracks the completion of ongoing campus projects to include proper contract paperwork in place with the vendor/contractor and advises the BAO on the progress of projects through completion.
  • Reviews department and grant budgets to accurate tracking of expenses and management of budgets. Recommends budget transfers to the BAO for approval and processes tranfers of expenses, as directed.
  • Reconciles and audits different aspects of the College’s financials for the BAO and prepares reports of cost analysis.
  • Assists the BAO with the collection of data for budget development in non-payroll expense areas including collecting budget submissions from college departments and preparing budget summaries.
  • Assists the Regional Bursar and College’s Bursar’s Office with student account services, as needed.
  • Prepares and maintains business office operations manuals in such areas as purchasing and payables, inventory management, internal budget processes, grants management, and other functional areas, as may be needed.
  • Reviews encumbrances and committed funds and takes action as required to cancel orders and liquidate obligations.
  • Attends workshops, seminars and conferences for professional development.
  • Complies with all system, college, state and federal rules and regulations.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Associate’s degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four (4) years' experience in accounting or auditing work. Each additional year of approved work experience may be substituted for one year of required formal education.

RECOMMENDED WORK TRAITS: Knowledge of accounting and fiscal principles and procedures and ability to apply knowledge to accounting transactions. Knowledge of the laws and regulations relating to accounting and auditing procedures in the unit concerned. Working knowledge of the general principles of financial administration. Knowledge of budget and budgeting procedures. Knowledge of modern office equipment, practices and procedure. Ability to interpret and analyze financial statements and to prepare accurate accounting reports and statements. Ability to devise and install accounting methods, techniques and procedures. Ability to instruct and supervise other clerical and accounting employees. Ability to communicate effectively. Ability to maintain effective working relationships with other employees and the public. Must be willing to maintain an appearance appropriate to assigned duties and responsibilities as determined by the college appointing authority.
