ABA Grant Manager (System Manager, Grant Program)

Salary Range - $65,025.87- $76,591.13

SCOPE OF WORK: To administer all aspects of the statewide implementation of the US DOL State Apprenticeship Building America (ABA) Grant. This position shall report to the CCSNH Apprenticeship Programs Manager.

ACCOUNTABILITIES:

  • Manages and oversees the statewide implementation of the ABA Grant with responsibility for program development and delivery, data collection, outcome assessment, staff training and supervision, budget management, and compliance with all terms and conditions of the grant.
  • Serves as the primary contact with the assigned US Dept of Labor FPO.
  • Works with the ASE Grant Coordinator and SAE 2020 Youth Apprenticeship Grant Manager to align statewide apprenticeship expansion across all grant programs.
  • Monitors implementation of the scope of work, tracks performance measures and assesses progress toward required grant deliverables; provides quarterly, annual, and final reporting according to grant requirements.
  • Develops and pilot-tests data collection forms and procedures, including oversight of data entry, data management, data auditing, back-up and quality of data.
  • Assists in preparing RFPs and negotiating multiple subcontracts for technical assistance, content experts and independent evaluator services and coordinates all purchases and contracts with the CCSNH Purchasing and Payables staff.
  • Gathers and analyzes program and prepares quarterly and yearly performance reports and the final report for submission to the US Department of Labor.
  • Prepares operational manuals and ensures dissemination of and adherence to all procedures and establishes procurement and approval processes according to grant requirements. Guides participating institutions on procedures to establish federal grant/compliance infrastructure.
  • Facilitates communication among the seven participating colleges, the CCSNH, and participating business and industry partners.
  • Complies with all system, college, state and federal rules and regulations.
  • Other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university with major study in Business Administration, Education, Public Administration, Behavioral Science, Humanities, or related discipline.

Experience: Six years' related experience in corporate/business training, workforce development, grant administration or related experience.

RECOMMENDED WORK TRAITS: Knowledge of grant program administration, evaluation, and reporting. Ability to prepare budgets. Proficient use of technology including Word, Excel, and PowerPoint. Effective organizational, administrative, project management and problem-solving skills. Ability to express ideas and information clearly and concisely both orally and in writing. Ability to foster collaborative and effective working relationships with diverse populations and multiple constituents. Ability to work well in a team environment. Ability to work independently and exercise sound judgment in the performance of duties. Project management skills including the ability to define projects, prioritize tasks, assess progress and outcomes, and meet timelines. Ability to research, collect and analyze data, and prepare reports for managerial decision-making. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by management.
