General Summary: Reporting to the President, the Business Affairs Officer is responsible for providing leadership in financial planning and management, administering the College’s accounting, business services, banner coordination, facilities, security, and risk management operations, and advising College leadership on all financial matters.
Principal Duties and Responsibilities:
- Serves as member of the College’s leadership team responsible for strategic planning, fiscal management, policy setting, and labor/employee relations. Works with the President and Vice-Presidents in assessing organizational performance against annual budget and business goals.
- Oversees the College’s budgeting process, including working with faculty and staff in budget planning.
- Works collaboratively with the President to develop long-range strategies and solutions to complex issues that arise making sure to optimize resources and minimize risk.
- Direct the College's business, facilities, banner coordinator and security operations and services including, purchasing, inventory management, bursar (accounts receivable), accounts payables, contracts, capital planning, and construction functions.
- Works with the President to prepare long-range financial models and develop financial strategies to achieve the strategic goals and priorities of the College. Participates in the planning, financing and implementation of the College’s campus master plan.
- Performs accounting functions and maintains the accounting system and internal controls of income and expenditures and prepares accurate and timely financial reports for College use. Coordinates internal and external audit activities. Develops and implements standard accounting policies and procedures for business operations to ensure compliance with
- Collaborates with CCSNH Financial Aid to support the efforts of the Bursar’s Office office to ensure accurate financial aid processing and compliance with financial aid regulations.
- Attends workshops, seminars, and conferences for professional development.
- Serves on various campus and System committees and groups. Participates in the CCSNH finance group composed of finance officers from the CCSNH colleges and Chancellor’s Office.
- Performs administrative duties associated with maintaining a safe work environment, training employees, communicating job expectations, monitoring and appraising job performance, and managing employee time and attendance.
- Maintains compliance with CCSNH and College policies and procedures, the provisions of the Collective bargaining agreement and state and federal regulations.
- Performs other duties assigned by the President.
Qualifications:
Education: Bachelor’s degree from a recognized college or university in finance, accounting, business administration, or public administration. Master’s degree desired.
Experience: Eight (8) years of experience in fiscal management including supervisory or administrative experience. Experience in education, government, or not-for-profit environment desired with higher education experience preferred.
Certifications: Valid Driver’s License or access to statewide transportation.
Additional Desired Qualifications: Thorough knowledge of GAAP accounting principles. Ability to compile, analyze, interpret, report, and present financial data. Ability to identify, resolve, and consult on a wide of range of fiscal, administrative, and personnel issues while focusing on institutional needs and priorities. Administrative experience in a collective bargaining environment. Proficient use of technology including Word, Excel, PowerPoint, and accounting software. Effective organizational, administrative, project management and problem-solving skills. Ability to express
ideas and information clearly and concisely both orally and in writing. Ability to foster collaborative and effective working relationships with diverse populations and multiple constituents. Ability to work well in a team environment. Ability to work independently, exercise sound judgment in the performance of duties, and maintain confidentiality. Project management skills including the ability to define projects, prioritize and manage multiple projects, measure and evaluate progress and outcomes, and meet timelines while producing quality work. Ability to define problems, collect data, establish facts, recommend and implement solutions in a timely fashion. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by management.
