General Summary: Reporting to the CCSNH Director of Human Resources, the Employment and Compensation Manager oversees the recruitment, onboarding, and offboarding systems and processes, including managing organizational structure, compensation structure, recruitment and staffing strategies and initiatives, and ensuring fair and competitive compensation structures, accurate job descriptions, and a streamlined recruitment process.

Principal Duties and Responsibilities:

Position Management:

  • Writes and edits System Office job descriptions to accurately describe job content, duties, responsibilities, and skills for each job, ensuring descriptions accurately reflect the work being performed.
  • Works with Campus HR in the development of job descriptions that align across campuses, and accurately describe job content, duties, responsibilities, and skills, ensuring descriptions accurately reflect the work being performed.
  • Analyzes job descriptions to determine essential job functions, minimum educational and experience requirements, and any additional requirements of a position.
  • Submits draft job descriptions to Benefits & Classification Manager to assign classification, SOC Code, Function Code, Position #, EEO Code, and FLSA classification.
  • Maintains up-to-date job descriptions for all system office, college faculty, staff, and administrators.

Compensation Management:

  • In collaboration with HR colleagues, assists with the development and implementation of compensation policies and structures that are competitive and aligned with the System goals.
  • Responds to and conducts salary surveys to stay informed about industry trends to ensure competitive compensation packages.
  • Administers and communicates compensation policies and programs in accordance with CCSNH policies.

Recruitment and Onboarding:

  • Manages CCSNH’s Applicant Tracking System (ATS) and Onboarding systems. Provides troubleshooting and customer service to internal and external users. Implements, updates, and maintains the talent management tools available through the system to maximize efficiency and streamline process.
  • Coordinates the recruitment, selection, and onboarding processes for System Office positions, working closely with hiring managers to develop and implement effective recruitment strategies.
  • Trains and advises hiring managers on interviewing techniques and assessment methods and serves as a resource for managers and interview committees. Collaborates with hiring teams to make informed and objective hiring decisions.
  • Reviews and approves job requisitions for positions to ensure that all postings are constructed in a way that will attract qualified candidates and promote positive branding for the Community College System of NH and the hiring departments.
  • Reviews minimum education and experience requirements and certifies employment applications for System Office positions.
  • Provides guidance on recruitment, selection, and onboarding policies and practices, including the applicant certification process for staff and faculty positions.
  • Arranges and conducts the onboarding of new employees and the offboarding for departing employees at the System Office.
  • Ensures that all recruitment practices adhere to institutional policies and legal requirements.
  • Analyzes HR data related to classification, compensation, and recruitment to identify trends and areas for improvement. Tracks hiring metrics including time-to-hire, time-to-fill, and source of hire.

General HR Duties:

  • Provides HR and policy counsel and coaching to Campus HR.
  • Provides administrative and technical assistance in the implementation of human resources policies, procedures, and programs in compliance with the Community College System of New Hampshire (CCSNH) and College policies and procedures, collective bargaining provisions, and state and federal regulations.
  • Maintains current knowledge of labor laws, regulations, and industry standards.
  • Leads or serves on special project teams, as assigned.
  • Complies with all Board of Trustees, CCSNH, and College policies and procedures and state and federal rules and regulations.
  • Performs other related duties or projects as assigned.

Qualifications:

Education: Bachelor’s degree in human resources management, business administration, Education, social sciences or related discipline.

Experience: Six (6) years of experience in human resources, with a focus on recruitment, classification and compensation administration, or general human resources administration. Human resources experience within higher education desired.

License/Certification: HR Certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) desired. Valid Driver’s License or access to statewide transportation.

Additional Desired Qualifications: Thorough knowledge of human resource systems and practices with particular emphasis on job classification and compensation, recruitment, onboarding, and offboarding practices. Ability to demonstrate discretion, exercise sound judgment, and maintain strictest confidentiality. Ability to effectively evaluate employment applicants and coach hiring managers or committees on how to do the same. Ability to communicate effectively orally and in writing. Excellent oral and written communication skills. Attention to detail, especially in the understanding, interpretation, and application of federal, state, CCNH, and college policies. Demonstrated ability to identify, resolve, and consult on issues pertaining to classification, compensation, and recruitment while focusing on institutional needs and priorities. Ability to work independently. Proficient in the use of technology, especially Word, Excel, PowerPoint, and other graphic presentation software. Ability to establish and maintain effective working relationships. Ability to work successfully in a collective bargaining environment. Ability to maintain an appearance appropriate to assigned duties and responsibilities as determined by management.
